On 21 January 2020, Singapore’s Personal Data Protection Commission (PDPC) released the Second Edition of the Model Artificial Intelligence Governance Framework (Model Framework). The second edition incorporates the experiences of organisations that have adopted Artificial Intelligence (AI) and feedback from Singapore’s participation in leading international platforms on AI.
The PDPC proposes the Model Framework as a general ready-to-use tool for organisations deploying AI solutions; it is not intended for those that deploy updated, commercial software packages that incorporate AI in their feature set. In addition, the Model Framework is intended to guide organisations only. Application of the Model Framework is voluntary and will not absolve organisations from compliance with regular rules and regulations.
The second edition Model Framework includes industry examples to illustrate how organisations have implemented AI governance practices in the 4 key areas: internal governance structures and measures, determining the level of human involvement in AI-augmented decision making (previously “determining AI decision-making model”), operations management, and stakeholder interaction and communication (previously “customer relationship management”). The industry examples demonstrate the real-world application of the Model Framework and establish its flexibility and adaptability. Organisations implementing the practices described in the 4 key areas have already modified and adapted certain features to suit their business needs.
The second edition Model Framework also includes additional considerations in the algorithms phase of implementing an AI solution. In the first edition, algorithms were carefully evaluated to ensure that they are explainable, reputable and traceable. The second edition now includes the concept of robustness and reproducibility in evaluating an algorithm.
To what extent or degree can a computer system cope or function correctly in the presence of invalid input or errors during execution? Can an independent verification team produce the same results using the same AI method?
Finally, the section on “stakeholder interaction and communication” has been expanded to include considerations on interactions and communications with a broader network of stakeholders. This is in line with the objective of the Model Framework to build trust in the stakeholder relationship strategies.
The Infocomm Media Development Authority (IMDA) and PDPC partnered with the World Economic Forum Centre for the Fourth Industrial Revolution to develop an Implementation and Self-Assessment Guide for Organisations (ISAGO). The ISAGO gives organisations a list of guide questions and industry examples to consider in implementing the AI governance practices of the Model Framework. The ISAGO will assist organisations in assessing their AI Governance practices to determine if they align with the Model Framework.
The PDPC also released a Compendium of Use Cases that provides real world cases of organisations that have incorporated AI governance practices in their businesses. The Compendium can be used by other organisations as a sample reference of practical applications of AI governance practices.
